I have never had a driver try to extort me on rates. And the rates you are quoted are, in fact, the real rates. If the driver tries to get something else out of you that is not because they are private contractors; it is because those drivers are scumbags.
I always pay with a CC and know going in what the rates are. They've occasionally tried to hose me on the tolls, but I've also known the correct rates and corrected them. If they continue to protest I just don't include a tip and come out ahead on the deal anyways.
