Settings->General->Passcode Lock->enter 4 digits (x 2)->Select "when" (Immediately, After 1, 5, 15, minutes, or after 1 hour or 4 hours.

You also have the option to enable/disable an SMS preview which will show a preview of an incoming text when the passcode is enabled.

i'm having a bit of a bald moment day so humor me.....

it sounds like what you're describing is a keypad lock where you need to enter the pin to unlock the phone in order to use it and that pin will become active after a given pre-set time period.

my nokia has that feature but i don't use it as it's too much of a pita to enter the pin but i do like is that once the phone has been turned off, you need the pin code to "activate" the phone and make it useable (hence my reference to leaving the turned off phone in the hotel room to charge while i'm out for a bit)
