Do you mean cheap to fly into, or cheap to visit? If the former, see above and look out for special fare sales, often started by the indigenous carrier. If the latter, then it's going to be somewhere in former Eastern Europe which has not yet joined the Euro.

But if you like good value from your Choice or Carlson points.....
We had a great stay in Bergen last spring. 16000 Choice points for a property that goes for $400 USD. It include breakfast, supper an afternoon pancakes. We really didn't spend any money on food the entire trip.
So yeah, Scandinavia can be pricey, but like with anything, there are ways to manage it with a little planning.

This question can't be answered in the abstract. It depends on the fares that are being offered on the dates you want to travel out of the airport(s) from which you want to fly.

Also, you have to look at value and worth. Some places are cheap because they should be cheap: perhaps it's worth visiting them if you've already visited the main capitals several times and know them well. But, for example, the tertiary sites of London, Paris or Rome have arguably more to offer than the principal sites of Vilnius or Bratislava. So why waste $2000 on a trip to a tertiary location when you can get a trip to a primary one for $2500?

Depends on what you see as cheap. 2 or 3 years ago I got a March 3 day trip to DUB for only $450 ai. When I looked at EWR-DUB last winter there were some ~$500 options but most were in the $650-850 range. Relatively speaking though, yes DUB tends to be cheaper than the others.
