Or, to be more precise, only with considerable difficulty. In general, you are only allowed airside in the terminal from which you are departing. However, Heathrow Airport Ltd runs a concierge shopping service and, as I understand it, they can escort you to another terminal if there is a shop there that you want to visit which is not in your departing terminal. If you took advantage of this, you would 1) have to find a shop which is only in T3 and which sells something particularly special and 2) somehow have to give your minder the slip, preferably before making the purchase - and I'm not sure if the latter is easy or difficult
