Yes, because making up a fake trip and/or lying to DHS and the State Department seem like a good solution.
Everyone has said if she is under 18 she doesn't need ID. Seems pretty cut and dried. Allegiant requires a birth certificate. Fine, so bring a birth certificate.
Seems we are making a mountain out of a mole hill.
