To be honest, joining by the end of 2014 seems pretty quick, given there's been no formal announcement yet. So, I wonder if in fact they're just referring to signing a GAAAA, not a GAAA?
For comparison, the timeline with China Southern was:
August 2004: initial memorandum signed
June 2006: Global Airline Alliance Adherence Agreement (GAAAA) signed
November 2007: Global Airline Alliance Agreement (GAAA) signed, and CZ formally enters SkyTeam

I thought about giving Garuda as an example, and then decided it was more of an outlier than a representative case - but I hadn't spotted the pun...
However, the timeline was:
2009: GA expresses interest in joining SkyTeam
23 November 2010: GA signs GAAAA (with entry originally scheduled for 2012)
5 March 2014: GA enters SkyTeam (and presumably signs GAAA)

No talks yet on Etihad joining, according to this article (from 04/06/2014): Still no talks on Etihad, SkyTeam alliance - although it seems SkyTeam would be happy if Etihad did want to join. Some interesting comments about AZ, ME and SV in the article, as well...
