Yes, I recently received this message. Waited until the next day and it worked fine. Concerning though, that you cannot load it right away. I did match receipt to card right away.

I got this message when trying to load a VR I bought weeks ago. I believe it was because my NS account was shut down when I tried to load it.

Vanilla Reload activation issues including "new" website.
Spent 30 min on phone w VR people. Cards were not properly activated. Had to send in receipts and copies of cards. Got it all fixed up

I was able to call in and load from cards. Really annoying using the phone though...
