In the past when deals like this have come up (due to glitches, etc.), they were noticed by many people, including Hertz. Make your bookings now; they'll probably "fix" this by the end of the week.
In the meantime, I'm making as many reservations as I can now that I know I'll need. Just remember that prepaid bookings aren't always refundable/modifiable.

PC#182092 works with both RQ VSTPTE and RQ XCT1 and and can be combined with the USAA CDP. I've gotten two 3-day weekend rentals for $40-$45 using this combination. Not sure when PC ends, but I've gotten it work as far out as Columbus Day (Oct 11).
