I assume you are referring to this statement:
It does not say that you are ineligible, only that you may be ineligible. This is a fine point which turns out to be important. This language first appeared in American Express card offers in the Spring of 2013. In the past 2+ years only two people have reported that they were denied a bonus due to this rule. If you want the card apply in an Incognito or Private browser window.
If we identify you as currently having an American Express® Card account, you may not be eligible for this welcome bonus offer.
