I was about to get the 25K offer on my Android phone.
I used Fire.onion (Browser + Tor) browser. Free.

Pull up the Amex Everycard page. If the 25k offer doesn't show up, go to the Menu and get New Identity and try again. You'll get mainly 10k and 15k offers but depending on your luck, the 25k will show up. I got it after like 10 tries.

Many thanks to the suggestions for the tor browser. I have it on my PC, and it worked on the sixth and then fourth time tried (afterwards just to see). Firefox, chrome, and IE were not doing anything in whatever stealth mode tried. Tor was toggling between 10k, 15k, and 25k.

First of all thanks for the advice on how to access the 25K offer. I used the fire.onion browser on my android phone and got the big offer within ~15 tries refreshing with a "new identity".
So, the offer is still very much alive as of 6/8.
As for getting Amex to match, I wouldn't hold your breath. I don't really understand why they have these semi-public offers, but banks won't typically match unless a new public offer has become available within a few months after opening your account.
