Upgrade policy torpedos AC's chance for "Best Elite Program"

In this months InsideFlyer, Randy Petersen conjures up the ultimate FF program, picking and choosing the best. And for best top tier FF program, he chose

wait for it.... (drum roll)

not Air Canada.
Now for the top tier. We tried so hard to choose the Super Elite from Air Canada, but the lack of a generous upgrade policy was something we and others we interviewed just couldn't overcome. But they have everything, and I mean everything else going for them. So, for the top tier we choose TWA Platinum. Upgrades, lounges and more. Upgrades include companions, international flights and lounge privileges. We were very close also to the US Airways program, but the ultimate tie-breaker is no blackout dates or capacity controls for Platinum members. For those of you who enjoy your awards, need we say more?

. . . so with the disappearance of TWA to AA and US to UA does this mean AC SE will be the top rated program?

Funny how every airline which have a generous upgrade policy eventually disappears.. CP then TWA then possibly US Air..

I dont think AC's SE tier will be top-rated without modification. But no doubt it has many unique and outstanding features.
