The title of the article is misleading as this has nothing to do with "Airport Security". This is about the time old discussion about how many policeman are needed to check on how well the mechanics do their job. For large unionized groups like Air Canada this is not a problem as the job security given by the union protects them from unscupulous owners/managers trying to bend the rules. The enforcement is needed more at the "small" airlines where threats against the mechanic signing off a defective part or procedure are easier to accomplish.
