Interesting data point in this blogger's review of WestJet YYC to LGW (actually multiple reviews: DEN to YYC, YYC Aspire Lounge, YYC to LGW). The blogger is Ben Schlappig from the "One Mile at a Time" blog.
Here's the quote from his review ... he's talking about upgrades offered at the gate at YYC, for the 787 departing to LGW.
I agree. Those are pretty freaking steep prices for an ultra-last minute upgrade offer in the boarding lounge.

In the gate area they were announcing upgrade offers — they were offering upgrades to premium economy for 649CAD, and to business class for 1,199CAD.
Those prices seem really steep for last minute upgrades. Usually if you’re going to promote upgrades it’s going to be with a special offer, though those are high prices. I would have expected upgrade costs to maybe be half of that.

I believe it needs to be requested over the phone by calling the Gold Support line.

Typically, airlines can’t touch or modify another airline’s reservation until within the 24 hr check-in window.

I believe that option is only available if it’s a WestJet ticket ... not if the segment is booked as a codeshare on another airline’s ticket stock (as appears to be the case here).
