Award searches - limited city pairs

Despite the tie-ups with SQ, QR and UA has anyone else noticed that the VA website is quite limited on what flights you can search in terms of city pairs?

For example the website lets you search for HKG-LAX, but not HKG-SFO even though UA flies both sectors.

Can the phone agents book city pairs not on the website or is this limitation built into the whole programme?
