Is CBP's International-to-International (ITI) program available?

Is CBP's International-to-International (ITI) program available?

I stumbled onto a CBP report (now a year old) where they listed the automation capabilities of the 17 largest airport point of entries in the USA. I know this question comes up periodically so I looked to see which of the airports support ITI baggage transfer which allows passengers making an international to international connection in the USA to have their checked luggage automatically transfered to their connecting flight, bypassing the collection and recheck process (but not immigration). Here's the year-old list:

Atlanta
Dallas
Detroit
Houston
Miami
Washington -- Dulles

Maybe this will be of some use to someone.

Houston has had this for many years; it started with one-stop and they still have it. I and my family have used it several times. Checked bags go through. so a UA flight AMS-IAH-PTY would have your checked bags NOT have to be picked up at IAH for customs.

I *think* IAD for UA as well on I-I connections.

But there was a short pilot program (now stopped) at IAD for I-D.

Are you sure about no I-I baggage transfer at IAD?

Have never seen a reported case, have you?
Have seen reports for the other ITI airports.

Fair enough. Have you seen specific reports of passengers not being able to through-check a bag from, say, GRU to YYZ via IAD without reclaiming at USCBP?
