Bulkhead no longer for disabled/handicapped??

Bulkhead no longer for disabled/handicapped??

We're taking a trip in April to Vegas, and my in-laws called after making their reservation today to get moved to the bulkhead like they usually do because my FIL has a really hard time walking and has a cane, but the agent told them the bulkhead is no longer considered for handicapped or disabled, but they are now eligible above row 10 only. So they ended up in row 11 which offers no relief for leg room for his bad legs.

When did this start? Is it accurate?

It is accurate, it start back in June I believe. The row reserved for the disabled is now generally the row right before the exit rows.
