I don't know how much the incentives worked. My flight out of PHL was delayed yesterday supposedly to load more baggage. We were initially delayed about 15 minutes before they made the announcement. My wife, (in 3D on a 737) didn't see them load any more bags after the announcement. We finally left 45 minutes after the announcment
