Seatmap for C vs availability

LHR-IAD in early September. Seatmap shows only one open seat while the flight shows as F3 P2 A3 C5 D3 Z0 Y2 ... NF0 NC0 on .bomb. What's going on here? Are they really going to oversell C by 4 (3 op-ups to F and hoping for one no-show)? Or is this one of the seatmap un-reliabilities that people talk about?

They oversell C all the time... so yes, that's probably what is going on here.
