C availability on two-class 777?

C availability on two-class 777?

I'm looking at some 777 tcons and both .bomb and SeatCounter show Z/D/C fares available, even though seating is always in rows 1 through 6. Pricing for the Z fare is the same as an A fare. Any idea why these fare classes exist?

The flight is likely the beginning/continuation of an international flight and carries a number in the 800's or 900's. When this happens the business class buckets are shown but the flight is only 2 class.

For example, take a look at UA873. It shows all classes, but I can't seem to find its international leg. FlightStats shows it purely as a SFO-IAD flight.
