Multiple PNRs and baggage
I wonder if you had any knowledge about how baggage rules (2 pieces at 23kg vs. 1 piece at 20 kg.) get handled on multiple PNRs. I am traveling IAD-DXB on UA and DXB-SIN on SQ on one PNR and SIN-DAC on another PNR with about 10 hours layover at SIN. Both are United mileage awards, (there is a 10,800 miles limit on a US to Asia route on a single award.) I think I may be able to have them check it all the way at IAD. Or am I setting up myself for some humongous overage charges?

Your routing is definitely against single star award rule, so that is why you need
multiple awards...
Anyway, I think you are asking two questions:
1. Is it possible to check-in your luggage all the way through DAC?
2. Is there any additional charges for checking in these luggage with this routing?
1. Yes, it should be able to do so. Please present your two tickets (or the copy of your e-tickets) to the IAD ground agent, then he/she should be able to tag the luggage as "interline" luggage to DAC, via DXB and SIN.
However, if your agent is not well skilled, he/she may say different things but again it should be possible. Moreover, you do not need to pick your luggage up at neither at DXB nor SIN.
However, when you get your SQ boarding pass at DXB (and maybe once again at SIN), please tell the Customer Service you have checked in your luggage, with the copy info of your tag. Just to make sure...
2. Charge -
It depends on your status and class. If you have no Star Alliance status and travelling on economy class, then you may be charged for your luggage if it exceeds the limit. I have star gold status since the birth of star alliance and when I fly *A carrier I was never asked to pay for my luggage, even when its weight *slightly* exceeds the legal limit. However it is also true that non Star Alliance carrier easily asks me to pay for luggage handling charge when my luggage exceeds the legal limit - such as 30Kg per bag etc.
So if you have Star Gold status, then I guess they are generous. However if you do not have any Star Alliance status, then they may insist the rule....
