I think they are doing the opposite. On our most recent flight I removed myself from the waitlist. Mrs. Emanon was on a W fare and I was on an H fare. At check in, with neither of us on the waitlist, she was getting an UFC offer for $150, I was getting a UFC offer for $300.
If it were based on fare as the PMCU people state CO used to do, I should be getting a lower offer than her.
