You are also supposed to get the salad, appetizers, and soup in F in addition to C. Also, Ice crea, sundae instead of the cake.

AFAIK, the "Japanese Meal" has been identical for F and C for quite some time, going back to the obento days.

I think this has all to do with the Washoku Zen meal itself. In is consistently the best thing going at UA, in my opinion better than the best SQ offers in C (overrated!), including "Book the Cook". OTOH, the catering on my other UA transpac flights to China and Hongkong have been pretty mediocre.
