Refund of combined refundable/nonrefundable fares.
I have a ticket where one segment on the outbound is fully refundable but the other segments (both of the outbound and return) have a $100 change fee. I've heard that the most restrictive set of fare rules apply. Does that mean that I will not be able to refund the segments that are fully-refundable since the ticket is combined with non-refundable segments?

Unfortunately, this is correct.
That said, how far out is the trip? If it is not for a few months, I would wait for a schedule change to kick in (possibly next weekend). You will have more leverage to ask for a change/ refrund if the new itin does not fit your plans.
