Could/should/would UA offer an upgrade award (maybe, say 5,000 miles) for non-status pax to move to E+ on a single itinerary?

I don't think so... non-status pax can pay the price if they are available. I don't think non-status pax would be interested in using miles for that.

Statused pax might be for their plus twos though.
