I'm assuming you are talking about VDB vouchers (many threads on these).
1) It is 99% of the time a free roundtrip with restrictions (14 day advance, S,T,W booking, etc.)
2) It expires 1 year from date of issue
3) It is not upgradeable
4) It earns you no miles
It is possible to get $$ instead of a free ticket voucher which are usually earned on intl tickets. These can be used like cash when buying addtl UA tickets which will be upgradeable and earn you miles.

I have a couple of similar questions as the OP, however slightly different.
The VDB voucher says "ticket by: 18DEC04", can I ticket by that date for later travel or does travel need to be complete by that date?
Can I do an open jaw? There is no specific restriction on the voucher, other than it states round trip. Profile code is: PMO, Profile name is: DBC Free, Treat as type B voucher.
United CSR S*UAL/INTL-RULE243
Thanks.

This has been discussed many times... generally on voluntary, they can offer either a credit (common on International Init) or a voucher (more common on domestic). In the case of massively overbooked flights, there's some haggling that can be done--the longer you wait, the less chance of a voucher/credit, but the more it'll be (mini-reverse dutch auction). At some point, they'll just decide to IDB, and then people are SOL under the federal guidelines (in some cases, you'll get nothing at all under IDB).
What you take/use is up to you. If you're a mile whore (who? me?), or, even more importantly, an EQM whore (WHO? WE?), you'll usually take the voucher. It's handy, it's got a cash value, it's EQM and mile earning and can be used to buy tickets in specific fare ratings. If you're not a mile whore, you wouldn't be reading this. But, for argument's sake, let's say you were and you stumbled into this thread, and you're patient, the voucher could get you a nice, extremely restricted ticket. You enjoy that.

open jaw allowed on Type B/DBC FREE
the DBC Free voucher allows one open-jaw, but does not allow stopovers.
