$250 change fee when upgrading to higher fare class?

Hi I recently booked a ticket from USA to Australia, non-refundable coach. When booking over the phone the agent said I could upgrade to a higher (ie. SWU friendly) fare class without paying the change fee. But when I talked today to an agent about doing just that, she said the original agent was wrong and it's fare difference + $250 change fee.

Is there a standard UA policy on this ??

You should be able to get an agent who will waive the change fee for that. It might require a few phone calls. The second agent is technically right.
