Is this an FFCC
Even for relatively clear FFCC situations one often has to argue with the agents, but is the following an FFCC situation? I think the answer is no, but first hand accounts (or inside views) appreciated:
Connecting passenger ticketed in M is cleared for upgrade on segment 1, but waitlisted for segment 2. SWU collected at originating station. Passenger put on DM list for the connecting flight. Which priority applies? Anything special since SWU was already collected so pax has already "paid" for the upgrade?

No. You are definately not FFCC in the case above. And as far as them collecting the SWU, they are under no obligation to let you take the second segment without giving another SWU. In practice they do put notes in the PNR and are accomidating, but they do not have be.

I agree with John, its definitely not an FFCC situation. Normal PA/PB applies. Which is why you have to be very careful about handing over the SWU if the second segment hasn't cleared, particularly if the second segment is the important one. I once voluntarily downgraded SIN-HKG because my HKG-SFO hadn't yet cleared and I didn't want to waste a SWU on a 3hr flight. Of course everything worked out, as HKG-SFO cleared at the gate. And as John points out, if they do collect the SWU for the first segment, make sure that they put a note in the PNR that includes the certificate number of the SWU they pulled.
