Based on the damage to RSW and its facilities, UA has posted this travel waiver that also allows for refunds - even for nonrefundable tickets.

I mean the reason for refunds is pretty obvious. The flights in question are cancelled because the airport is closed. They're just explicitly stating it in the waiver, but all those tickets would have been eligible for refund even without it being explicitly stated.

The more general travel waivers for Florida and the states further north only mention rebooking for itineraries involving flights that were cancelled because of airport closures. The RSW-specific travel waiver is different because it also allows for refunds of unused tickets, including non refundable tickets.

And that was my entire point - the flights covered under the more general travel waiver, if they ended up getting cancelled are eligible for full refunds too (by nature of the flight being cancelled), even though the travel waiver didn't specifically spell it out. The RSW flights covered by this waiver have all been cancelled, by nature of RSW being closed, so would have been eligible for refund regardless of the waiver stating it or not.
