Underseat storage inop?

Underseat storage inop?
Sat down in an E+ seat recently and the seat in front of me had a United maintenance sticker on that said "do not stow baggage under this seat," written in marker.
Visually there was obvious difference between the underseat storage area of this seat versus the one across the aisle.
Was not exit row, nor was the seat in front.
Why would underseat storage be inoperable?
