Long layover: Only re-checking in one bag instead of two?
On an upcoming trip from MUC-ORD-SFO, I will have to collect my two checked bags in ORD after immigration. I have a six hour layover in ORD.
I am bringing a bag for my friend in Chicago, who will come pick it up at ORD.
Questions:
A. Is it possible to re-check only one bag to SFO? Will United care?
B. If not, may he bring an empty bag to swap out (incl. bag tags from his bag)?

Probably it will be simpler to jush ask for shortchecking 1 piece in MUC. Otherwise ask them to delete one bag tag from SHARES at UA Customer Service Counter at ORD T5 (after Customs) - make sure they delete a right one

A quick update:
Like TPJ and bdw1120 mentioned, it was a non-issue. Upon landing and receiving my bags after immigration, I called United to inform them that I won't re-check my bags. They said it's not a problem and thanked me for the heads up.

For the benefit of others, there was no need to do anything here. No need to short check and no need to notify UA. Had OP checked two bags to SFO with a connection at ORD and only dropped one post-CBP at ORD, the other would simply have never been logged back into the system. In the simplest terms, UA will not miss it, will not look for it, and the onwards manifest will not be affected in the least.
