seems like this is likely a targeted offer as no love for this gold who previously has purchased RDMs within the last 12 months.

Mileage Plus Miles 30% Off - May be Targeted
Just got an e-mail from UA that miles (minimum 4000) can be bought at a 30% discount. Seems to be targeted, but at about 0.03 cpm doesn't seem all that great. Some people might be interested if they need just a few miles.
