Not able to book award flights on A3

Not able to book UA award w/ flights on A3
I have been trying for a week now to get a flight that has A3 as the last carrier. None of the reps are able to book ANY A3 flights as part of an award reservation or as its own reservation. Does anyone have any insight as to why UA's calendar and reps can see availability but not ticket it? ANA shows the availability as well, so it may not be UA. I just need to know where to go from here since I am trying to book this as part of a UA award. Thanks.
