Official size as per Rule 23.B.2, Baggage, Contract of Carriage:
Under the 2013 contract of carriage, which is still valid for various tickets outstanding, the cabin baggage rule states a maximum of 45 linear inches combined for the LHW dimensions with no given side exceeding 22 inches. For such tickets, the cabin bag sizers are not lawfully applicable if the LHW combined linear inches don't exceed 45 linear inches and no side of the bag exceeds 22 inches. In other words for tickets issued last year, some bags allowed under the contract of carriage don't fit in the sizer without sticking out on at least one side.

Flew SEA-IAD on Sunday and they were making people use the sizer. Many people were forced to check their bags.

Ok, for those who have actually been asked to use the sizers, how lenient would they be in this scenario? I will be carrying two bags.
1. A backpack with the dimensions 10x13x17 as a carry-on. It fits two dimensions, but not the third for the published dimension. I have actually tried putting the bag in the sizer on my last visit to the airport. The bag fits. Not snugly, but no wiggle room. I did not have to jam it in, it slid in as the padding yielded.
2. A laptop bag with the dimensions 2x13x16 as a personal item. I'm sure it does not physically fit the personal item sizer based on the published dimensions even with the one inch leeway. However, I have been traveling with this laptop bag quite frequently, and I know that it will fit comfortably under the seat in front of me. How anal are they about putting the personal item in the sizer? If it doesn't fit, will they force me to check it?
I do not want to check either bag as the backpack is a camera bag, and the laptop bag contains my laptop. I've never been asked to size my bags, but since I'm taking three flights tomorrow, I might actually run into one.

If you are diverted to a sizer, the enforcement is binary. Either it fits or it does not. The dimensions are clearly stated on the website, so it's just a matter of making certain that your bag(s), including handles, wheels, and anything else, meet the dimensional requirements.
OP: you have no reason for concern whatsoever. At all.

Flew LGA-DEN last week, and the GA scanning boarding passes was diverting a fair number of people to the sizer as necessary. I have a soft-sided roll-aboard that easily fits the new sizer when everything is evenly distributed. Unfortunately, I knew that the way I'd hurriedly packed my shoes that morning probably meant I would have to re-arrange to get it to slide in easily. I was diverted after my BP was scanned, and when I went to test, it fit except for the end where the shoes were. The gate was kind of a mad-house scene because of an equipment change.... so.... no one noticed. I stood for a few seconds and then just decided to board the plane with the bag instead of re-arranging things or checking it. No one noticed and the bag fit easily into the overhead.... Bad behavior on my part? Probably. My guilt level is low on this one, though...

The sizers have been reported as 1 inch in excess of the published limits, so if you don't fit the sizer you are well in excess of the limits. If you are less than 1 inch then you should be fine. One caveat -- published size for many bags are not the true measurements -- some do not include wheels, handles, .... and are more the measurements of the bag without those "extras." So measure the bag in advance to make sure.

Thanks for the advice! I definitely measured the bags in advance. I do not want to check any of my valuables under any circumstances.

So I'm at the airport right now and I just saw a guy walk by with a very full garment bag. I don't understand how people still think a garment bag is an acceptably-sized carry-on, and even more baffled that the airline staff don't enforce the the size limits. In no way, shape, or form does a standard garment bag meet UA carry-on size limits.

I don't understand how people still think a garment bag is an acceptably-sized carry-on, and even more baffled that the airline staff don't enforce the the size limits. I have a full-size Tumi garment bag that I carry on. I get many skeptical glances at the airport. But guess what: it fits in the size perfectly. It's exactly right on all the dimensions. And it fits in some RJ bins that most rollers don't fit in. So don't knock it till you've measured it.
This Sunday begins a 22 day travel schedule through a variety of climates, so I'll need a lot of clothing. After the first week, I won't be anywhere long enough to (economically) have much dry cleaning done, so I'm quite happily planning to pack that big ol' Tumi to the max and suffer any disapproving glares that may come my way.
