FLIFO - How does the data flow?

One IRROP generated so many questions on my mind and FT postings 
My ExpressJet flight into IAH was delayed yesterday. I spent a lot of time by the ticket counter - wanted to have clearer picture of the incoming flight before I checked in. The strange thing is that what I got on mobile.united.com seems to be newer than what the check-in agents see on their system.
How can this be? Does anyone know how the data flows in all these systems?

I don't know how it works exactly, however, I do know that I usually get push notifications, or they show up on the web/app before the delay is known to GA's or shows up on the screens at the airport. Obviously, its got to flow through different systems to get to the different places.
One agent, a couple of years ago, told me they notify the flight crew before posting the delay on airport screens - don't know if that is accurate or not.
