Yes that's basically correct. "Rotating" Availability of Power on UA 737s?

Hm, good to know

My laptop has a dead battery, so only works if it's plugged in. So if my outlet gets turned off

I fail to see how the fact that you're traveling with a laptop with a dead battery is UA's problem.

Normally they just x-ray it. If they wanted it powered up, however, you can still plug it in if the battery is dead.

No one has ever asked me to turn it on, even on international flights.

But now that I got a Bluetooth keyboard for my tablet usually don't travel with it. But it's nicer to watch movies on a 15" screen.

I've been asked a few times with my computer and tablet when overseas (I remember MXP and LHR). Never the TSA. However, they do give that warning and reserve the right to take it.

Pretty sure that may still be what the domicile is called. If the case, then they weren't wrong to say that.
