I got engaged on the roof of an apartment building one New Year's Eve..... the roof wasn't all that much to look at, nor the view, but I'll still never forget it.

I agree considering the budget the OP noted. Perhaps consider to coach classes to Paris or Rome. . . that's a better bet than F to SFO in my opinion. Good luck either way!

Agreed. It isn't like it will be a big surprise on landing or something. She'll see it at the gate in big red letters if the TSA doesn't spoil it for her. Not exactly an exciting way to break the news.
