Really, Hungerford Bridge over Waterloo Bridge every time. The view is remarkably similar (Hungerford Bridge is a footbridge slightly to the west of Waterloo Bridge - it was recently rebuilt and there are two footbridges now running either side of the train bridge out of Charing Cross - the footbridge on the Waterloo Bridge side has the best view).

Are you sure you're thinking of Waterloo Bridge, and not Westminster Bridge? Waterloo Bridge is the rather ugly, concrete one, that after hours is half parked cars and half speeding buses. Westminster Bridge currently has half of it roped off with scaffolding and the like.

I think so, although I agree with the Hungerford suggestion so that you can see Waterloo Bridge

. . .What about a private observation pod on the London Eye at the top of its rotation at sunset? . . .
Not a bad idea since one could have champagne etc. if I'm not mistaken. It would indeed be a memorable moment in a pod all alone.
( though at my stage, if I did something like this with my wife as a reproposal, she'd probably tell me to go jump in a river, which of course would be uncomfortably too close for comfort).
good luck with whatever you choose.

Ahhh but with Waterloo Bridge, you get to buy the Video to either put her in the mood before hand (even better if you can spend some cash, see if the National Film Institute will do a private showing for you) or you've already got your wedding present to her sorted!
At sunrise, this is the view

Many congratulations!!!
however can I just clarify - did you have someone taking photos as you proposed???
also, if you are leaving your "mark" in the sand in the UK - we write the dates dd/mm/yy rather than mm/dd/yy!!
