All tube lines (and not just the Piccadilly) are supposed to run on all days other than the 21st as the strikes on 23rd and 25th are railway strikes rather than tube strikes. You might have disruptions on the day after the strike, though, particularly in the morning as the network gradually gets back to normal.
Yesterday I was chatting with one Tube employee on the Richmond branch of the District line. That branch, he told me, has signalling run by Network Rail as it's shared with Overground and there is a chance that it might not work. They themselves weren't sure, which is definitely something that fills you with confidence!

Well, I survived my enforced National Express experience and it wasn't at all bad. Just over 3 hours direct from Cardiff to T2/3, which is just a little more than the train via Paddington. The bus was spotlessly clean, air-conditioned and only half-full. The seats and legroom were on a par with Eurotraveller on BA. Other passengers were quiet and considerate, with no audible music or loud phone calls. And the English countryside as seen from the M4 is glorious in midsummer.
It felt a little downmarket, and I'll be reverting to GWR first class for future trips, but wouldn't hesitate to book NX again if there are further train strikes.
