Link ATM access in Dublin

According to the Link website, there is an ATM in Dublin at this address:
AIB Group (UK) plc
AIB Bankcentre Atrium
Merrion Rd, Dublin

It also says there is no public access to it (on the website). The Link app does not mention the "no access" part.

Does anyone know if I can go ahead and use it or not? If so, do I need to go within the Centre's hours or is it accessible 24/7?

It'll be an ATM used by people working there. Your chances of being able to use it are zero as it will be "workside" and only accessible by staff.

Given there are hundreds of ATMs in Dublin why do you need to use that specific one?

I’d like to be able to change the PIN on my UK-issued Citi debit card and they claim it’s the only one that would work. Any suggestions?
