Actually, the line from Paddington to Liverpool Street is - the sub-surface lines (Circle, Hammersmith & City, Metropolitan, District) have this capability (the first three all have new trains, the District is slowly getting them), whereas the other, deep-level lines just don't have the airspace around the trains to make it work.
To be honest, though, there's only really a few weeks a year that it really needs it. This is one of them!

Yes as stated above the Circle/H&C line you'll take to Liverpool St is now air conditioned, with spacious new walk-through carriages.

You only need to change the ticket if you want to travel on a different day, in which case you'd have to pay the £10 admin fee.
