Miles and Smiles credit card as a foreigner?

Hi FT,

Supposedly you an obtain a Miles and Smiles credit card as a non-resident in the Turkish Republic of Cyprus. I've been trying to call the Garanti Bank Lefkosa branch on Cyprus to get this verified but the guy answering the phone tried forwarding me somewhere that ends up in the call dropping after a few minutes.

Does anyone have any insight on getting the card as a non-resident? If an address is all you need, would a Nicosia (ie Greek-side of Cyprus) address work?

And some general questions:

- How many miles per TL do you typically earn for transactions outside of Turkey?
- What are the overseas transaction fees?
- Is it a secured credit card, ie you pay a deposit of the amount you'd have to credit?
- what are the annual costs?
