Still, I'm not sure you're going to find anything you would consider "cheap," and once you get below Global Express (one level below Global Express Guaranteed), you lose tracking ability, and the lowest level available (unless you qualify for the bulk shipping options, which the USPS website mentions something about a minimum weight of 50 poinds, so that may be an option) is Global Priority, which is hardly an economical option. (The USPS discontinued outbound sea mail in 2007, which was the last "affordable" option.)
