Deregulation

US airlines were Deregulated in 1978.

What about other countries?

I expect that Air Koryo has not been deregulated to this day. Which other countries have airlines that are not deregulated (state or private)?

I flew them last year and can assure you that they have not been deregulated.

I'm not sure you'd call it "regulation" but I'm pretty sure all the airlines in Myanmar are under the junta's thumb.

The South is still regulated (at least domestically).
