Unlikely. It's a 4 day stoppage, with advance warning and Shell are not the only suppliers of aviation fuel in the UK. I would guess that arrangements had been put in place to ensure aviation supplies are not compromised (which is simpler than ensuring services to petrol stations, given that there are a lot less of them!).
