I think the main protocol that is missing there and the only one that is needed is take a deep breath, relax, things aren't going to go your way, flying on a plane sucks, sick back, take it easy and deal with it.
No matter what list you come up with, it really won't matter other than giving you a way of venting about things that you shouldn't be letting get to you. Planes aren't exactly full these days of road warrior business travelers. They're largely full of people traveling for vacation purposes. To boot, I have issue with every single one of your points...
1. Someone who boarded early would find every overhead bin closed??? How do you figure this? Most times when this happens, it is someone boarding late who just wants to avoid checking their bag. Commonly, then end up putting it farther back which is a royal pain. Nobody does this to just piss you off.
2. The airlines already have rules about this. Have you even read them? You're not allowed 2 rollerboards and if you were, good luck with moving them around. This is a non-issue.
3. You expect people to go to the person with the coveted aisle row and ask to switch with them because they have to pee a lot? This wouldn't go over well in a lot of cases. People need to get up, you're on a public plane. Either fly up front or deal with it. Just be happy so few people drink the amount of water they should given the humidity level on the flight.
4. People are free to do what they want. Ear plugs are $.79 and you can find them in pretty much any airport. Any whining about noise on a plane is really the fault of the person complaining not being prepared.
5. See above and reference the Constitution.
6. People are free to take whatever they want to the lavatory. Unless they assault you with it afterwards, why would you care?
7. That is really not cleaning up, but it's posted in the bathrooms already. It's not a huge deal if you have to do it yourself. I should also point out, this is not cleaning.
8. The airlines do clean out the planes. I fail to see how this would impact your flight experience except that you might be a type A OCD person sitting there red faces while your heart tries to keep up with the stress you are having.
9. I fly a lot and haven't seen this as an issue. You can always point it out for people if it is. Somehow, I doubt they will have read this thread.
10. Perhaps they should tell the aisle person they need the seat for this too. You don't want people getting up, but you think they should get up every time they need to do this? Make up your mind.
11. How does this really bother you? Do you throw your back out when people do this? I fail to see how it would be comparable to kids kicking your seat. Just buy a seat up front. There will actually be enough space for people to get up when you do that. IF you're not willing to do that, then should you really be complaining about an issue that is greatly caused by reduced seat pitch?
I think the OP should really re-evaluate if flight travel is for him/her. Flying sucks. Even internationally with a bed you're still in an extremely dry environment. This is the best part of the 787, but that's not what you're dealing with. When you fly in coach, you're going to be uncomfortable, bothered, you will have to get up, people will hit your chair, you will have to wait for things and people will do things you don't like. Deal with it. Making yourself mad and stressed is only going to give you health problems. Let it go. There are real things to be concerned about in this world. Whether or not someone else decides to take The Economist to the bathroom or not shouldn't cause you any concern.
