unfortunately, a lot of pax get off on smoking in the bathroom. (im a flight attendant, seen it happen) police may be in the jetway waiting for them and 10 minutes later they're claiming their bags. BUT depending on the situation, if the alarm goes off, they actually started a fire etc.. they do get arrested, get a fine, and have a FEDERAL FELONY charge. people forget that anything that happens on a plane is federal offense. not good.
