Travel agent recommendations

One of the best perks being a 1k on United is to be able to book and cancel an award reservation at any time without a fee. Similarly, on revenue tickets, UA allows anyone to cancel a ticket booked online within 24 hours of the exact time the ticket was booked.
At my previous job, we used AMEX travel. They allowed cancellation by midnight the day after booking (24 hours +). In addition, if booked on a Friday, they allowed cancellation all the way through 11:59pm ET the following Monday.
Is anyone aware of any travel agents available to the general public that offer similar flexibility?
Don't get me wrong, I don't often invoke this but it's nice to know that it's there.
