Help--Lost ID

This is SLC2002's wife--and since my husband does all the travel plans I am really uneducated about this problem and with my husband out of reach right now, this was the only place I could think to turn.

My sister and her husband (neither of them big travelers) have flown to Florida to board a cruise to the Caribbean tomorrow (Sunday) afternoon, but her husband has lost his driver's license. He had it to board the plane, but now that they have landed it is no where to be found. (They have already had the airline search the plane.)

He has his birth certificate with him, but no other ID. My sister has her driver's license and a passport. While I have copies of her passport, she did not make copies of his DL.

They called the cruise line emergency number and were told all they could do was show up at the dock tomorrow and hope that whoever was incharge of boarding would let them on.

What can they do?
