I'd consider seeking out German-American friendship clubs and/or high school German teachers and college professors. They could probably point you in a few lower-cost directions.

Deutsches Haus at NYU has terrific courses in conversational and reading courses auf Deutsch. As an adult, I had my choice of Tuesday evening or Saturday morning classes and the fee was very reasonable (~$250) for 10 weeks. The course materials weren't that expensive either and were used for the first three levels.
