This may come as a surprise, but they dont nead a master code for "4-wheel" locks. Most of them can be opened by someone who does not know the code in less then one minute.

Forget the TSA padlocks, they'll just disappear. However, I have had very good experiences with baggage that has built-in TSA locks (Delsey, Samsonite). They even re-lock the bags afterward.

Yes, all the time since 9/11 but I also don't put anything of value in my suitcase. I do worry about the golf clubs.
